Civil servants at the grass-roots level,as an important part of the construction of the civil service in China,are the backbone forces for political construction,economic construction,social construction,cultural construction,and ecological construction at the grass-roots level;their relationship with the people is the most direct,and the connection is the closest.The attitudes of their work and the quality of their work have a very important impact on the effectiveness of public policy implementation and the immediate interests of the people;their professional well-being has a direct bearing on the attitude of work and the quality of work.In view of this,it is very necessary to study the occupational well-being of civil servants at the basic level.According to the Research Report on China's Workplace Mental Health(2012),the occupational well-being of civil servants is at the lowest level among the surveyed occupational well-being.According to data released by the Ministry of Personnel and Social Science(2013),grass-roots civil servants serve as the main force in the civil service of our country,and 90% of civil servants belong to administrative levels below the division level.60% of civil servants belong to the county government.In summary,it is not difficult to see that the level of professional well-being of Chinese civil servants at the grassroots level is relatively low,which not only affects their own lives,but also reduces thequality and efficiency of their work,and to a certain extent.To a certain extent,it also damages the image of the relevant government departments in the hearts of the people.At present,research scholars in China have less research on the factors affecting occupational well-being of grass-roots civil servants.There are few studies on the influencing factors of the occupational well-being of grass-root civil servants in Tibet.Most of the current research focuse on civil servants' occupational well-being.On the one hand,it is about the current situation of civil servants' occupational well-being,and on the other hand,it is about the civil servants' occupational well-being scale.Therefore,on the basis of reading a large amount of related books and papers,this study started with the influence factors of the occupational well-being of the civil servants at the basic level,selected grass-roots civil servants in the Chengguan District of Lhasa as the research object,and compiled the questionnaire based on previous research scholars.In the questionnaire on the occupational well-being of grassroots civil servants in Lhasa City,some grass-roots civil servants were selected to conduct pre-surveys,and the pre-survey questionnaires were individually tested for reliability and validity,and then the formal questionnaires for the study were formed,and formal questionnaires were issued and collected,and formalized.The questionnaire conducted reliability test and validity test,and used spss22.0 to analyze theoccupational well-being of grassroots civil servants in Lhasa and its influencing factors,and explored the differences in demographic variables,and analyzed the current situation and influencing factors.The countermeasures and suggestions for improving the sense of professional well-being of civil servants at the basic level have been proposed,which have enriched and developed the related theories of occupational well-being of civil servants at the basic level to a certain extent.At the same time,they also have certain practical significance.This will provide a certain degree of human resources management for relevant government departments in China.
