"Quantity" and "Quality" is a pair of contradictions that need to be dealt with carefully in the cultivation of teachers. In different historical periods, the two sides took turns to occupy either the primary status or the secondary one. At present, the quantitative demand for teachers has been basically met. Therefore, the demand for "Quality" comes into play, and shows a new trend of pursuing a higher level of " Outstanding". So, what kind of teacher can be called "Outstanding"? How does this priority come into being? What role pre-service teacher education play here? This dissertation focuses on these issues through the following five parts of seven chapters. The first part is the introduction, namely the first chapter. International teacher education reform turns to a new orientation of pursuing "Outstanding". Our country has also started The Outstanding Teacher Training Plan. We take these as the background of our research, and put forward the topic of pre-service teacher education curriculum setting which points to the cultivation of outstanding middle school chemistry teachers. We give a brief introduction of the target, content and main methods of this research, and analyze its theoretical and practical significance as follow:promoting the integration of science literacy theory and teacher professional development theory, fostering the chemistry teacher education curriculum reform of relevant institutions, guiding the professional development of chemistry teachers as well as improving the quality of primary chemistry education. The second part is about theoretical study, including chapter 2,3,4. Chapter 2 tentatively defines the three core concepts of the research:outstanding teachers, pre-service teacher education and curriculum settings, in the hope of clarifying their connotation and extension in this study. In Chapter 3, through systematic analysis of periodicals, Doctoral&Master dissertations, conference papers and newspapers, we tease out the current situation of domestic and foreign research on "outstanding teacher training". By doing this, we further clarify the research problem, and find some useful ideas or arguments.Chapter 4 describes the theoretical basis of this research by tracing to domestic and foreign history of teacher education in modern times:the paradigm transformation of science education and teacher professional development, thus pointing out the two direction of the cultivation of outstanding chemistry teacher:improving the scientific literacy of chemistry teachers, satisfying their professional development needs as prospective teachers. The third part is about policy research study, namely the fifth chapter. Through the analysis of The Chemistry Curriculum Standards of junior and senior high school, The Middle School Teachers Professional Standards and other policy documents, we try to understand the requirements from current primary education to chemistry teachers' professional quality, as the realistic basis of curriculum setting. The fourth part is the survey of the current situation, namely the sixth chapter. First, we select 9 colleges&universities that undertake the task of teacher education. They vary in levels and types. Next, we take the students that come from Shaanxi Normal University and major in chemistry education as respondent, and investigate their satisfaction and opinion on the curriculum. Thus, we go to know about the current situation of chemistry teacher education curriculum setting, and find out the weakness and deep-seated problems of chemistry teacher training. The fifth part is about curriculum construction, namely the seventh chapter.
