The ethnic education policy in Heilongjiang Province after years of continuous adjustment initially formed the provincial policy system including basic education policy,bilingual education policy and minority cadre training policy.The development level and teaching quality improved significantly.Due to the restriction of policy operation environment,policy participants,policy operation process and policy resources,there are problems in Heilongjiang Province's ethnic education policy operation,such as policy operation distortion,delay problems of policy operation,repetitive execution,etc.This dissertation cards the process of ethnic education policy operation in Heilongjiang Province,defines relevant concepts,summed up the general procedure of operation.Using literature research methodology,combining theory with practice method and system analysis method,the dissertation analyzes the cause of performance problems in Heilongjiang Province's ethnic education policy operation,as a contribution to solving problems of the ethnic education policy operation in Heilongjiang Province. |
