The employing unit is an organization that organizes laborers to work collectively.The employer's labor is collective labor.The operation of the employing unit requires the unity and cooperation of each laborer,and the unity and cooperation of the laborers must be realized without a set of qualified personnel.Management rules for the actual situation of the unit.The feasible rules and regulations of employing units can clarify the different responsibilities of different posts,increase the efficiency of collective labor,protect the legitimate rights and interests of workers,and urge laborers to actively perform their labor obligations,thereby promoting the harmony and stability of labor relations.However,due to the over-regulation and generalization of the rules and regulations of the employers in China,the lack of specific operability in the legislation of the employers makes it difficult to effectively regulate them in practice.Dispute caused by its effectiveness is not uncommon,but it is resolved.The methods and ways of controversy are very limited.It is necessary to achieve effective regulation of the rules and regulations of employers by improving legislation and strengthening law enforcement so as to balance the interests of both parties and build a harmonious and stable labor relationship.Based on the above considerations,this paper focuses on the discussion of the effective elements of the employer's rules and regulations and the problems existing in the practice,and puts forward proposals for improving its effectiveness rules.
