| To strengthen the agricultural infrastructure construction has the extremely vital significance in improving the agricultural comprehensive production capacity, stable grain production, increase farmers’ income, is the important basis of developing modern agriculture. Agriculture infrastructure construction project relates many departments, has much business and high frequency process changes; but currently are manage through paper documents. Which makes it is unable to grasp the progress of the construction, control it in real time; also it is difficult to realize collaborative work among departments and information sharing, and difficult to meet the need of managing current large-scale agriculture infrastructure construction project. So, it is necessary to construct a digital management system, rapidly response business process changes, meeting various departments and users long-term cooperation and data sharing between each other. For this reason, this paper present a agriculture infrastructure construction project management information system based on workflow and GIS technology. Main contents are as follows:1. Analyses workflow and GIS technology, and design a agricultural infrastructure construction project management information system combined with the needs of agricultural infrastructure construction project management business, and uses R-ABAC method to achieve the users’access control, meeting the system access security control needs.2. Based on the combination dynamic workflow management and static workflow management, achieve business process customization features.
