Since 2012,the reform program to replace the business tax with value-added tax is popular in China,it is an important goal to promote the development and growth of the service industry.in May 2016,China strive to replace business tax with value-added tax in financial industry,the trend will gradually be expanded nationwide.In this thesis,the characteristics of our country's insurance business are analyzed and the insurance is classified.By exploring and evaluating current tax system in China's insurance industry and the mainstream of the international insurance industry tax system,On the basis of the evaluation to the effect,then analyzing impact on the insurance industry,as well as China's insurance industry profit model.which including the insurance premium income and reserve,the change of payment expenditure,then describing the existing problems to the current policy,in consideration of the impact on the national fiscal and local financial revenue,at last the balance point can be calculated.In view of the problems in the current policy,New Zealand-South Africa model will be put forward to solve the problems.Through the above research,according to the New Zealand-South Africa model and pilot related matters,the thesis first evaluating the effectiveness of the existing policy,analyzing the existing problems of the pilot transition policy.Summed up the rules of the insurance industry,such as it is not clear that how to levy the current policy on non-life insurance business.The dissertation suggest that the original tax incentives should continue to be followed.The financial flow,information flow,funds flow should be sort out to the transformation.Through the billing invoice management level,billing point object.Further reducing the tax burden on the insurance industry.
