In recent years, the state has promulgated the real estate market macro-control policy, regional land planning policies have also emerged. At the same time the degree of demand for housing residents gradually decline, urban construction tends to saturation, real estate development industry is quite difficult. As city construction projects lands can be developed are dwindling, therefore, cost management issues to benefit from the project, benefit from the management become the key of the real estate companies whether can adapt to the industry adjustment. At the same time, it is core content of whether the real estate companies can become bigger and stronger. The purpose of this study: control costs from real estate development enterprise specific issues, combined with the costs associated with control theory, and discussion, study cost control specific problems, and propose solutions.In this paper, starting from the real estate project development process, the introduction of value engineering theory, value chain theory, life cycle cost control binding target costing, cost dynamic control, earned value analysis and other cost management approach as the theoretical basis analysis real estate development project cost control conduct of the implementation and management of specific problems encountered in the process. The main analysis of the various stages of project development, project marketing, financial management and contract management process cost control factors, and for the relevant issues raised corresponding cost control measures, specified as real estate companies in the project development process focused on cost control content direction. In this paper, the cost control system based on the key issues of project cost control is studied. The author focuses on analyzing the characteristics and practicability of the cost control system, and from the core of cost control, cost management organization, organization responsibility, cost management system, cost management information management platform the five aspects do a further study of the cost control system. Combined with the practical problems the current real estate development enterprise cost management exist, analyze operational results of cost control management system can be divided into five parts,cost estimation, cost planning, cost control, cost accounting, cost analysis, five aspects of close contacts between the various aspects cost control is a basic part of system operation. Based on the work of the project settlement, this paper discusses the specific allocation of the cost of the project, and divides it into the necessary cost and the variable cost.In this paper, the empirical research process to resolve the real estate development enterprises cost control as the fundamental purpose, the Institute will draw important conclusions paper applied to the actual project development case among the actual paper to further explore the feasibility of applying the actual conclusion of project development.
