Since China joined the WTO,the rapid development of the global economy has accelerated the country's enterprise collectivization. But since the financial crisis in 2008,the growth rate of the global economy is relatively slow.Although China has done adjustment in macroeconomic regulation and control aspect, and due to the impact of the international environment, certain part of China's industry appears some problems, especially in the construction industry which directly relates to the national pillar industries about the livelihood of the people. As the rigid need of the country, the rise and fall of its development directly impacts on the whole national economy. In recent years, under the background of the national deepening reform and the increased excellent infrastructure situation of the state, most of the construction companies seized the opportunities to further enlarge the size, the turnover increased year by year, and the accumulation of enterprises multiply accumulated. However, the completed turnover of some construction companies is larger, its realized profits is less, even with huge loss. The reason is not hard to tell, and it is mainly due to certain construction companies' unsuccessful handling of the relationship between scale and resource allocation as well as financial management and economic benefits. At present, most important and influential construction companies of China have implemented the Group strategy, and enterprise groups have graduallybecome the backbone of the construction companies. The key to implementing Enterprise Group strategy is to establish a fund management system suitable for the enterprise, but the establishment of enterprise financial management system is easily affected by internal and external environmental factors. And to find the way of fund management which adapts effectively to life cycle with enterprise fund management could relieve their impact. This paper chose Gansu Construction Investment(Holdings)Group Corporation(GCC)as a case, and did the research based on the theory of enterprise group fund management combining enterprise life cycle theory.GCC is now in mature regrowth period and it currently uses internal bank capital management mode. But it is bound to implement some degree of decentralization for any large enterprise groups at a certain stage of development. With respect to the mode of its inception, the capital management mode of GCC already has some sign of reducing economic benefits, and GCC will make certain adjustments to this capital management mode in its future path of development. This article firstly analyzed whether the current enterprise lifecycle management applies to the enterprise by designing fund management efficiency indicators, and secondly determined the cause of the problems, and at last, this paper encouraged enterprises to establish the finance company on the basis of the above problems and based on the requirements of SAC in 2008 tostrengthen the centralized management of enterprise funds. And further analyzed the difference by comparing Enterprise Group financial companies and internal bank funds management, and finally got the conclusion that although GCC is at the western region, and the company's management innovation is not high,it still should be bold to establish financial management model of internal bank combining with finance company. It is for the purpose to give some help to financial management of GCC,and by emphasizing the importance of fund management adapting to life-cycle to warn companies to pay attention to capital management combing with the life-cycle stages in the process of collectivization development without blind management.
