Research On The Government Function Of Developing Tourism Industry In Undeveloped Area

With the continuous improvement of people's living standards,people's demand for high quality material life and spiritual life has become more and more prosperous.As a leisure and recreational activity,more and more people are fond of tourism.Because the development of tourism industry can meet the needs of people,promote economic development,stabilize society and protect the ecological environment,governments are willing to develop the tourism industry.This paper takes Liandu district,Lishui city,Zhejiang province as a case,to study how the government of Liandu district to promote the development of the local tourism industry,and how the government to improve their own functions when they meet difficulties,so as to provide suggestions for the healthy development of tourism industry in other similar areas.Liandu district belongs to late economic development area in the long triangle area where the economic is less developed and the tourism develops lately.The local government knows that travelers of long triangle area want to slow down and Liandu district has unique natural conditions to develop Eco – tourism.Thus the government proposes building tourism as Top Pillar Industry and strives to develop tourism.The local government enhances the tourism work to the Top Leadership Project and builds the comprehensive management system of tourism in the whole region through playing political functions.The local government promote industrial convergence,realizing diversified sources of investme,Configuring marketing system,Strengthen tourism supervision through playing economic functions.The local government carry out the six sided cleaning,greening,beautification and city beauty,village beauty,house beauty action;carry out wastewater treatment,flood water,drainage water,protection of water,water-saving catch projection;carry out old residential areas,old factory,village renovation and demolition of illegal buildings work through playing social functions.The local government started the "China Liandu" regional brand image,speed up the development of tourism industry characteristics and cluster,develop rural tourism by the construction of theme Village through playing cultural functions.Thus realize the rapid development of tourism products,the continuous improvement of traffic conditions and the increasing popularity of the market year by year,the growth rate of tourism income and tourism stabilized more than 15% in recent years.Liandu tourism industry develop rapidly.However,the local government hasshortages in the tourism management system,stimulating the vitality of the market,the tourism service quality.The government hit a bottleneck while promoting the development of tourism industry.By combining the theoretical results of others and the author's own practical experiences,author put forward that in order to promote the long-term healthy development of tourism industry,the government and the market need to cooperate with each other.The government should first straighten out their own management system,establish Tourism Committee in charge of Tourism,strengthen its macro-control function and coordination function.And the government can set up a temporary organization according to the need to promote project approval and activities.In order to plan for the long-term development,the government should formulate standard examination and approval system.At the same time,the government should be a service-oriented government,to encourage the enterprise and the public to take part in.The government,the enterprise and the public should play their role in regulatory system.The government is responsible for supervising,the enterprise for responsibility,and the public for supervising.The government should guide the market capital to actively participate in the development of the tourism industry,building investment structure of the government,enterprises,and the public participating.Staff of the enterprises and the government should get the skills to use Smart device and well educated.The government needs to promote area cooperation with all levels while developing their own.Through sharing the infrastructure,products,routes,market and cooperation during holiday to achieve win for all.
