The paper mainly studies the impact of outward foreign direct investment and reverse technology spillover on the progress of Chinese entire techonlogy. In the process of research, this paper uses the combination of qualitative and quantitative, theoretical and empirical research methods. The quantitative and qualitative methods are used to study the present situation and characteristics of OFDI in China.By the quantitative anlysis of the scale and structure of Chinese OFDI,and the paper uses many graphs and tables to make a quantitative of the distribution of region and the selection of industry. And then, the paper studies the mechanism of the reverse technology spillover effects from the three level of enterprise to industry and final ly to the nation. At the same time, the paper analyzes the factors that influences the mechanism of reverse technology spillover from the perspective of technology supplies and recipients.Based on the international R & D spillover regression model proposed by Coe and Helpman, this paper constructs a model to analyze the influence on technology progress of reverse technology spillover combining Lichtenberg and Potterie’s thought method. The results show that China’s outward foreign direct investment has promoted the progress of China’s technology level, thus confirming the existence of reverse technology spillover of Chinese OFDI,and has obviously promoted the technical level of China. However, the effect through reverse technological spillover of OFDI is not so obvious as domestic R & D stock to promote China’s technological progress. Finally, the paper puts forward targeted countermeasures and suggestions according to the empirical results and the development status of China’s outward foreign direct investment.
