The Internal Risk Research Of Gaoxin Holding Co., Ltd. In Baotou Rare Earth High-tech Zone

The local government finance platform was set up in 90 s of the 20 th Century in the context of tax sharing reform and urbanization in China.For nearly 20 years,the platform has made a great contribution in promoting the development of local economy and played an important role in speeding up the city infrastructure construction.However,potential risks in this platform starts to appear recently and governmental credit risks and financial risks spread which has aroused public concern regarding the safety of this platform.Baotou Rare Earth High-tech Zone is one of China's 114 state-level high-tech zone which is also the only national high-tech zone in Inner Mongolia Autonomous Region.After nearly two decades of development,Baotou rare-earth High-tech Zone has been basically built a relatively complete infrastructure and system of supporting services.Like other local governments,driven by investment needs,High-tech Zone Management Committee has to put a lot of money to improve the regional infrastructure and supporting services system,while the local financial resources are limited and local government can not directly issue bonds.In such circumstances,High-tech Zone also needs to set up a Platform Co to raise funds for construction.This paper takes the risk of Baotou Rare Earth High-tech Zone financing platform as the research object,analyzes the risk of Hi-tech Holding company and its risk,explores the causes of the risk,and puts forward measures to resolve the risks.This paper is divided into six parts: the first chapter introduces the background and significance of the topic,research status,research ideas and methods;the second chapter introduces the definition,characteristics of local government financing platform,financing mode,mode of operation;the third chapter introduces the current situation of the debt scale and financing platform zone of Baotou;the fourth chapter analysis of Hi-tech Holding company internal risk;the fifth chapter,for risk prevention and control of Hi-tech Holding company;the sixth chapter gives the conclusion.Through the research of this paper,we try to provide a way to study the risk of Hi-tech Holding company,and find a way to solve the risk.
