With the development of Public service marketing,more and more social organizations participate in the provision of social services.As of the end of 2014,there were over one million six hundred social institutions,the quantity of social service organizations is growing.China has made great progress in developing the social service market.The great progress in social service market is related to the government’s support.As of the end of 2014,the national social service expenses over 440 billion yuan,accounting for 2.9%of the proportion of national financial expenditure.How does the government use fiscal revenue to support the development of social service market?For a long time,the government manages the production and distribution of social service by constructing the public institutions.At the same time,the public institutions get lots of support from government.The government also influences the distribution by setting designed institution.The designed institution can get more than directly subsidy.They also be known as the industrial leader by the public.So,the title brings considerable revenue to the designed institution.In reality,the private institutions can’t obtain the designed title because of the scale and capital restrictions which deepen the unreasonable status.But,the designed institutions could not provide the satisfactory social services with a better assist.Illegal operation are emerging in an endless stream.It also make the public began to question the marketization of public service practice.The designed system plays an important role in the early formation of public social service market.But,with the development of the market,the designated institution management system inhibits the market competition development.In essence,This system is a kind of market barriers.As market barriers,it can protect the demand and the supply in the early market.With the development of the market,the market barriers began to oppose the market competition.Designed institutions have formal license and qualifications,most of consumer are willing to accept the service rather than non-designed institutions.The designed title can bring significant gains,non-designed institutions in order to obtain the designed title often spend a lot of effort on rent-seeking,so that,the service quality will be affected.It strikes the development of non-designed institutions.If things go on like this,the private institutions have to quit the market.Finally,it will harm to the market.In this paper,it sets "Zexi Wei Event" as a start point.It also analysis the measures and practices about the designated institution management system to find some relationship between the system and the market competition.The second chapter of this paper reviews the research of domestic and foreign scholars in three aspects of public service marketization,the designated institution management system and the study of market competition.The third chapter describes the concepts of public,analyze the status of Chinese public social service marketization.It also analyze the essence of the designated institution management system and it’s rationality.In the fourth chapter,it analyze the influence of the designated institution management system via consumer satisfactory and market entry.Finally,according to the estimation results,we found that the parameters,designated institutions designated institutions’ pricing behavior,quality of service,the channels of supervision and the freedom of consumers have significant effect in consumer satisfaction of the designated institution management system and the designated institutions of information disclosure has no direct contact with satisfaction.The fifth chapter takes the public service in the field of autism services as an example,in order to refine the research,narrowing the scope of the study,we take autism services industry in Dalian as an example,analysis of the designated institution management system in Dalian autism services industry.The basic situation of autism family in Dalian was investigated by means of questionnaire survey to the family of autism in Dalian City,and the evaluation of the current situation of the existing autism services in Dalian was obtained.In addition to the Dalian city service industry autism investigation,the author also conducted interviews with autism service supplier,found that the autism service supply’s needs and difficulties.Finally,the author puts forward some suggestions to improve the existing designed point in the field of autism services according to the demand and supply.In the sixth chapter,according to the above discussion of the problem,it put forward to break the traditional barriers to entry and exit,fully realize the diversification;supervision and management of designated institutions,to mobilize the power of supervision of all parties and reduce the designed system constraints,give consumers greater autonomy in three aspects of suggestions.
