With the continuous development of electric power engineering construction market,the construction,project management and transmission pricing of user specific projects are becoming the focus of the users and the government's focus.User specific engineering construction issues directly related to the user's personal interests,but also related to the power grid security and stable operation.Therefore,the user specific project costs quantitative research,user-specific engineering costs through rational analysis and calculation of the transformer capacity and line length fixed fee,will effectively solve the problem of large differences in the cost of the project and the standard is not uniform.From the perspective of the power market,the National Development and Reform Commission issued?transmission distribution pricing cost supervision and examination methods(Trial?[2015]9 file,this paper put forward five points:let go of power generation and electricity system architecture,open competitive price link,open placing electrical business,open power plan,promote the transaction mechanism of independent,so it is important to study the transmission and distribution price.Because the distribution segment has a natural monopoly,it will be regulated under the monopoly of the market failure phenomenon,so special projects take government control of transmission pricing system,which has basically reached a consensus in the practice of States.In this paper,we have research on cost quantitation of the users specific project and pricing method,and the main research contents are:First,the current status of special projects at home and abroad and its existing problems were analyzed further specialized engineering factors correlation analysis,should come to the distribution transformer capacity and line length for user-specific engineering costs quantitative research.And a variety of special projects for the existing quantitative models cost were analyzed and compared.User-specific works using quantitative research cost parameters based on particle swarm optimization support vector regression method.The results show that the parameters based on particle swarm optimization support vector regression to predict better and more accurate.Secondly,support vector machine stability is improved,and the loss of function optimization of support vector regression.Because few dedicated engineering sample data,by adding noise to analyze the robustness of the mathematical model.By the results of the calculation RSME,MAE,MRE regression analysis and other parameters,the loss of function optimization of support vector regression model than the standard SVR has better stability and robustness.Therefore,this method can be applied to a larger amount of data and interference factors more regression analysis,to provide reference for the grid companies and users.Finally,on the basis of domestic and international transmission pricing research on pricing method based on rates of return,income ceiling,price caps and other methods detailed comparative analysis.By introducing the concept of performance benchmarking,the pricing method of the return on investment is combined with the performance based pricing method.Using data envelopment analysis to evaluate the performance of the various special projects,the investment return rate model considering the performance factors into the special engineering transmission pricing.And introduces the calculation method of cost,reasonable profit and tax,and develop a special engineering pricing method based on the benchmark of performance.This method can improve the efficiency of power grid enterprises,and can prevent the phenomenon of over investment,which has a certain reference value in the premise of the transmission pricing method.
