Spatial And Temporal Evolution And Mechanism Analysis Of Chinese Public Bicycle Policy From The Perspective Of Policy Diffusion

Since the introduction of the public bicycle program in Hangzhou,Zhejiang Province in 2007,as of the end of 2016,187 cities in China have been implementing public bicycle projects and the number is still growing.Since 2007,the spread and diffusion of public bicycle policy in China has never been stopped.So what is the temporal and spatial character of this diffusion process?What are the factors that affect the diffusion of public bicycle policy in China?Why is the policy diffusion affected by these factors?How does this explain the mechanism by which these factors affect the diffusion results?In the different stages of diffusion and different regions,what is the degree of role does the diffusion mechanism play in this process?These series of questions arouse our thinking.In the perspective of policy diffusion theory,this paper takes the Chinese public bicycle policy as the research object and explores the temporal and spatial evolution of policy diffusion and its mechanism from the two dimensions.First of all,this paper reviews the research on the diffusion of policy at home and abroad,and sums up the five dimensions that affect the spread of public policy,namely,the internal economic and social situation,internal political factors,organizational diffusion factors,neighboring regional diffusion factors,objective public demand and external factors.On this basis we develop seven assumptions that impact of diffusion of China's public bicycle policy.Second,the author sorted out the "2007-2016 Chinese prefecture-level city public bicycle project database".On this basis,we focus on two aspects of research.On the one hand,the author describes and analyzes the diffusion process of China's public bicycle policy from the time and space dimensions.On the other hand,the author uses Logistic regression statistics to test and the factors that influence the diffusion of public bicycle policy and the diffusion mechanism.The results of the descriptive analysis show that,from the time dimension,the diffusion pattern of S type is basically presented.After the initial diffusion period of 2007-2012,it has entered the medium-term rapid diffusion stage and is expected to enter the slow diffusion according to the diffusion trend.From the perspective of spatial and actor dimensions,the top-down urban grade diffusion is significant,and the vast majority of the diffusion takes place in the capital cities or municipality to the surrounding prefecture-level cities;the bottom-up pilot diffusion path is also significant to a certain extent.And the pilot units are almost the counties or county-level cities;neighboring effect also plays a certain role in the diffusion,without considering the terrain and other factors,the city which is closer to policy innovation city will be earlier to adopt the public bicycle policy;Regional differences also exist,the eastern region are the region of advanced policy so that it is the earliest adoption region of public bicycle policy,however,the middle and western regions are relatively later than the eastern region.The empirical analysis shows that generally the mutual learning and competition between local governments have become the most important mechanism to promote the diffusion of public bicycle policy.Tourist cities and the provincial capital cities,because of its unique properties of the city itself,are more inclined to adopt public bicycle policy.In different stages of policy diffusion,efficiency mechanism and legitimacy mechanism compete with each other and play a different role.In the early stage of policy diffusion,as the innovative place of public bicycle policy,the city will decide whether to adopt the policy based on the local economic and social situation and the objective demand factors of the public.With the evolution of policy diffusion,the legitimacy mechanism plays an increasingly important role.The learning and competing between the followed cities speed up the process of policy diffusion.In different regions,there is also difference in the diffusion mechanism.In the eastern region,the occurrence of the diffusion is mainly affected by the city's own attributes and the adoption rate of the surrounding cities.In the western region,the administrative command mechanism plays an important role in the diffusion of the public bicycle policy.
