Research On The Fiscal Policy To Support The Financing Of Small And Medium Sized Enterprises

Since the reform and opening up,the small and medium-sized enterprises in our country have got a long-term development,and gradually become an indispensable part of the national economy.However,the weak position of small and medium enterprises in the market does not change with its continuous development.The small and medium-sized enterprise is the major driving force of China's economic and social development,but due to the factors of small and medium-sized enterprises as well as the government,capital market,financing guarantee level,make our country small and medium-sized enterprise has been plagued by financing problems,to curb the development of small and medium sized enterprises.In our country in recent years is also very concerned about the problem of financing of small and medium-sized enterprises,and through the implementation of various fiscal policy adjustments,but due to the related policy there are kinds of problems,the financing of SMEs has not been greatly improved.This is the starting point,and combining with the current situation of China's small and medium enterprises,financing problem of how effective and rational use of fiscal policy to deal with small and medium-sized enterprises,so as to promote the stable development of China's small and medium sized enterprises.In this paper,the relevant research results at home and abroad,the use of literature research,theoretical analysis and empirical analysis and other research methods,and to the financial policy to deal with China's small and medium enterprises financing problems as the perspective.First of all,this paper comprehensively introduces the theory of SME financing and the financing problems of small and medium-sized enterprises,expounds the analysis of the current situation of the financing of small and medium enterprises in China and the causes of the financing difficulties.Secondly,this article analyzes the current financial policy to deal with the problems of small and medium enterprises financing,and points out the deficiency of the current fiscal policy.Furthermore,the use of small and medium sized enterprise board of Listed SMEs in China in 2012-2015 for four consecutive years,the annual report data,establish panel data model to analyze the impact of fiscal policy on the financing of small and medium-sized enterprises in China,and to provide evidence for the government to use fiscal policy to promote the financing of small and medium sized enterprises.Finally,combining with the actual situation of our country,the policy recommendations to improve the financing of small and medium sized enterprises are put forward.
