The introduction of the New Rural Social Insurance not only consummates the rural social old-age security system,but also has the vital significance for improving the living standard of rural residents and promoting the consumption of rural residents.Therefore,in order to ensure the reform can be more efficient,this paper mainly based on Anhui Province,respectively,from the theoretical level and empirical analysis of the new farmer's insurance in Anhui Province,the level of protection and its impact on household consumption.Combined with the analysis of the relevant policy recommendations.This paper first summarizes the literature theory on the impact of endowment insurance on consumption.The theory of Kells consumption theory,life cycle hypothesis theory,precautionary saving theory and lasting income hypothesis are the theoretical basis of this paper.Secondly,it elaborates the level of the new farmer 's insurance from the four aspects of the pension income and expenditure,the insured situation,the payment situation and the level of the security of the pensions,and sums up the rural residents in Anhui from the aspects of consumption level and consumption structure.Of consumption characteristics.In order to further prove the relationship between the new farmer's insurance and the consumption level of the residents in Anhui Province,this paper introduces the basic pension expenditure of the new farmer's insurance on the basis of the life cycle theory model,Panel data,regression analysis based on the individual fixed effect of ordinary panel regression,with the PCSE on the regression coefficient standard error was amended,the study concluded that the new farmer's insurance and consumption there is a very weak negative correlation.In the last part of this paper,we use the Extend Linear Expenditure System(ELES)model to analyze the rural consumption structure of Anhui Province from the perspective of rural consumption structure,and choose Anhui Province's new agricultural insurance policy from 2004 to 2014 Rural residents of consumption data for empirical analysis.By contrast,the study found that before and after the implementation of the new rural social security,consumption structure of rural residents in Anhui Province has undergone some changes,mainly in the education,culture,entertainment and health care income elasticity of demand for income changes in clothing and food alcohol The income elasticity of demand has no obvious change;the structural change of food alcoholic drinks,daily necessities andhealth care expenditure has changed greatly;the marginal propensity to consume of residents is low,and the level of consumption expenditure has not improved significantly.It shows that the consumption structure of rural residents in Anhui has changed after the implementation of the new rural insurance,but it has not improved the level of consumption expenditure of the residents.Finally,based on the theoretical analysis and empirical analysis,this paper puts forward some policy suggestions to consummate the new policy and promote the consumption.It is suggested to strengthen the financial responsibility of the government by raising the overall level of raising funds,increasing the replacement rate of pension funds and raising the level of the new farmer's insurance.To improve farmers 'confidence in policy;to improve the competitiveness of migrant workers,promote rural land transfer,improve the individual's personal accomplishment and technical level of farmers and to promote the agricultural sector to promote the farmers' confidence in the policy;The strategic adjustment of industry to increase the income of agricultural industry to improve the farmers' ability to pay.
