Along with the further opening market for travel agencies,competition is increasingly fierce in the tourism market.The healthy development of tourism has been hindered due to the negative impact caused by the frequent exposure of the default of travel agencies.The tourism industry is suffering an unprecedented crisis of credibility;the voice of people demanding a reconstruction of credibility system of tourism industry is getting louder.Under the new situation of speed-up development and industrial transition,how to make a credible tourism market become an important platform of promoting the development of national tourism has become an urgent problem to be solved.As a result,it is meaningful not only to promote a healthy and scientific development of tourism with theoretical results that come from solid study on credible management system of travel agencies,but also to implement the requirements that the state council demanded to make tourism industry "a more satisfied modern services".This treatise studied the construction of credible management system of travel agencies on the basis of public interest,entrustment of an agent and polycentric governance.By the means of questionnaire survey,date collection,filed interviews and expert consultation,the treatise excavated the perplexity of first line staff and problems that tourists reflected the most serious and analyzed reasons behind the default of travel agencies.The treatise is composed of an introduction and four chapters.Introduction expounded the purpose of the treatise,reviewed the research status at home and abroad,analyzed the insufficiency in the current research,explained the object,methods,data sources and technical route and pointed out the innovation and deficiency of the treatise.Chapter Two illustrated the general theory of credible management of travel agencies from three aspects:the necessity,the connotation and the theoretical foundation of constructing credible management system of travel agencies.Chapter Three made a summary about the performances of dishonesty of travel agencies after analyzing and discussing the questionnaire data;discussed the harm of the performances of dishonesty.Chapter Four analyzed the reasons behind the faithless behavior of travel agencies in terms of characteristics of tourism products,suppliers of tourism services,travel agencies and tour guides,tourists,and tour management sector.Furthermore,the chapter compared them with relevant data.Chapter Five,based on the analysis of first four chapters,tried to build the credible management system in quartet perspectives and form the quartet-combined system.In general,the treatise went through questionnaire data,interviewed first line staff and senior experts,generalized the causes of dishonest behavior of travel agencies under the guidance of public management related theory,built a credible management system of travel agencies and provided rational proposals for the travel agency industry.
