As the development of real estate in recent years,hot,for the residents of housing property tax levy increasingly become the focus of government and people concerned.Shanghai and Chongqing Since the beginning of 2011,as the government designated pilot cities to implement the government to develop the reform of the pilot policy,opened the government residents of ordinary residential real estate levy property tax chapter.For the property tax,the property tax base is the basic and prerequisite,Shanghai and Chongqing use market transaction price as a tax basis,in the near future the demand for residential value assessment will increase.At present,China's real estate value assessment is to assess the valuation of a single unit of real estate,single assessment,although there is a comprehensive,but a long time,high cost,for the promotion and adoption of difficulties and immature environment compared to our foreign experts Evaluation techniques.Under this background,the bulk assessment method in our country to carry out the assessment of the use of property tax base and how to use it worth exploring.This paper reviews the relevant theories of domestic and foreign scholars on the evaluation of the quality of property tax base.Firstly,it introduces the concept of real estate tax,then analyzes the principle and technology of batch assessment,and compares the batch evaluation method.Then,Based on the practical experience of foreign real estate tax valuation,this paper makes a feasibility judgment on the batch assessment of real estate tax base based on the actual situation of China.It is concluded that China can choose the big city as the best condition Conclusion;then,the real estate tax base took a detailed description and analysis;Finally,second-hand ordinary residential buildings within the six-ring Tongzhou District of Beijing as the research object,the collection location,the building,the basic characteristics of the city's neighborhoods,its The paper analyzes the data of the same area and evaluates the value of the real estate in the same area,and makes a reasonable evaluation of the model.Finally,the model is used to evaluate the value of the same area.consistent with the actual situation,in line with international assessments The provisions of the Association,demonstrated compliance with the practicality of mass valuation method used.It is of great practical and practical value to promote the evaluation of real estate tax base in order to provide a reliable basis for further research and exploration in the future.
