In recent years,China's rural residents tend to be generally low consumer tendencies more and more scholars concerned.China's rural areas,farmers continue to increase the number of diseases,health care,health facilities and social security system is not perfect under the circumstances,the rural families are facing a huge risk of health risks,"the disease caused by poverty," the risk greatly enhanced farmers of the preventive savings,inhibit the normal economic expenditure and consumption tendencies of rural households.In the rural areas with strong social relations,informal insurance and government-led new rural cooperative medical system,which is formed by the line of blood,kinship or geography,plays an important role in resisting the risk shock,alleviating the family health risks,Promote household consumption.In this paper,health risks,insurance and rural household consumption are integrated into a whole analysis framework to explore the mechanism and effect of health risks on household consumption,and distinguish the family members from the perspective of the health risks of rural families as the background.Subjective health status and objective health status,targeted study of new cooperative medical care and informal insurance on health risk mitigation and consumption promotion effect.Specific research content,the conclusions are as follows:Firstly,this paper analyzes the decision-making mechanism of family decision-making under the impact of health risk by using the theory of precautionary savings,and uses the CFLS 2010 and 2012 cross-sectional data to analyze the impact of health risk on household consumption and its structure by using robust OLS model(1)the proportion of family members suffering from chronic diseases significantly reduced household consumption,food and food consumption,but not significant;(2)the impact of family members on the consumption of household consumption,food consumption and non-food consumption was negative;(3)the impact of health risks on non-food consumption is significantly greater than the impact of food consumption coefficient,the family will reduce non-food consumption to smooth household consumption,to maintain the family daily Essential food consumption.Secondly,based on the theoretical analysis of the mechanism of formal insurance and informal insurance to alleviate the family health risk,this paper uses CFPS 2010 and 2012 cross-sectional data to study the health of new cooperative medical care and informal insurance by using the stable OLS model(1)informal insurance can significantly improve household consumption,but the impact coefficient is relatively higher than that of non-food consumption,and the effect of household consumption and food consumption is not significant;(2)Informal insurance can significantly improve household consumption,but the impact coefficient is relatively small.Informal insurance significantly reduces household food and non-food consumption and has a greater negative impact on non-food consumption.Thirdly,based on the heterogeneity of health risk on family consumption at different consumption levels,this paper will use the quantile regression model of CFPS 2010 and 2012 to study the health risks of different sub-positions,The results show that:(1)health risk on the low-bit consumer families to reduce the impact of consumption is more obvious;(2)formal insurance on low-bit consumer families to ease the risk,improve the consumption effect is obvious.Informal insurance to ease the risk of high-scoring consumer families,improve the consumption effect is obvious.Finally,the relevant policy recommendations are put forward:(1)to improve the rural medical insurance system,strengthen the government subsidy,reasonably determine the content of compensation and compensation,standardize the reimbursement procedures and enhance the attractiveness of the system to farmers;(2)The establishment of informal health risk coping mechanisms.
