In order to improve the scientific quality of Chinese citizens during the period of 13 th Five-Year,Chinese government issued the "Plan for the Implementation of the National Plan of Action for Scientific Literacy(2006-2010-2020)".On the basis of the Miller system,which initially measured the scientific quality of citizens,our country actively explored the system of measurement with Chinese characteristics and put forward the specific requirements.But the comprehensive evaluation system for this requirement is not complete,in order to comprehensively evaluate the scientific quality of Honghe Stateís citizens and analyze their influencing factors,to make valuable suggestions that improve the scientific quality of citizens,this paper uses data mining method and combined with structural equation model,and analyzes the factors that affect the scientific quality of Citizens in Honghe State.The data were obtained from the survey of citizensí scientific quality of Honghe in 2015,and the sample size was 2131.As we all know,the basic situation of the individual will have some impact of citizensí scientific quality,and individuals with different cultural backgrounds will have differences in scientific quality,therefore,personal factors are introduced to discuss their relationship with the quality of citizensí scientific qualities,individual factors include gender,age,ethnicity,employment status and educational level.With further and further research,and constantly learn from foreign scholars and domestic scholars of the research results found that the different language background have different effects of the scientific quality of citizens,in addition to personal factors.In view of this,I have added three indicators of language backgroundís factors into the past measurement indicators,which include channels that citizens get scientific information,the enthusiasm that citizen participant in popular science activities and visit the science places,what was mentioned is the innovation of this article.And because the quality of civic science is not only affected by a single factor,but also affected by the combination of multiple factors.This paper uses the method of data mining(decision tree and association rule mining)to restore the most influential factors that affect the scientific quality of Citizens in Honghe state,and analyst the factors or the factor set that affect the scientific quality of citizens more completely.According to the above criteria,several factors related to the scientific quality of citizens in Honghe state are divided into three categories: the first is personal factors,including age,gender,ethnicity,employment status and education level;the second category is language background factors,which include channels that citizens get scientific information,the enthusiasm that citizen participant in popular science activities and visit the science places;the third category is the character of the scientific indicators of citizenship,including civic science awareness,the level of scientific knowledge of citizens and scientific ability.The structure of this paper is as follows.First,in the first section of Chapter 3,we use the decision tree and the Apriori association rules to explore the relationship between personal factors and the characterization index of citizensí scientific quality.Secondly,in the second section of Chapter 3,we use the decision tree and Apriori association rules to discuss the relationship between personal factors and language background factors.Thirdly,in the third section of the third chapter,we use Apriori association rules to explore the relationship between language background factors and citizensí scientific quality.Finally,on the basis of analyzing the relationship between the various factors in the previous section,the structural equation model is introduced in the fourth section of the Chapter 3,and discuss the relationship between citizensí scientific quality and its influencing factors comprehensively,then show the result completely.After the above analysis is completed,this paper gives constructive suggestions for the improvement of citizensí scientific quality in Honghe State by the theoretical results.
