Rereach On Agriculture Refinancing In Shangluo City

In recent years,agriculture refinancing played a key role in supporting agriculturerelated credit,promoting agriculture-related economic development,and improving the livelihood of the farmer in Shangluo City.However,as the improvement of financial institutions' operating conditions and financial strength,there comes some problems relating to the use and management of agriculture and some aspects of the problem,resulting in the declined transmission effect on the monetary policies.Therefore,it is of great practical and political significance to study the problems of agriculture refinancing service in Shangluo City.Selecting agriculture-refinancing service as the research object,this paper analyzes the status of agriculture refinancing in Shangluo City,On the basis of transaction cost theory,inclusive financial theory,imperfect competition market theory and policy evolution of agriculture refinancing.By proceeding questionnaire survey and data collection,the research found some problems and offered some suggestions.The Problems are as folloews: low willing to borrow money,limited intermediary methods,illegal floating rates,non-agricultural use of funds,etc..Aiming at these problems,this paper gives four suggestions: First,we need to simplify the management of agriculture refinancing,expand the rates spread of loans and explore the mechanisms of risk prevention and compensation and improve the borrower's willing to borrow money;Second,three rural financial sectors should be included into the loan object and encourage commercial banks to build village banks as well as agriculture-related financial institutions set up village branches;Third,It is forbidden to control the agriculture-related loan interest rate rise to the top or distribute at the rate of its own,so that agriculture refinancing could be used standardized.Fourth,allocating poverty alleviation tasks,in order to expand the scope of use of agricultural loans and standardize the use of agricultural loans,it is necessary to severely punish those illegal acts such as dismantling.
