Agriculture as the basic industry of national economy relations with a country’s sustainable healthy operation of national economy,but as a result of agriculture is a consideration and the obvious positive externalities of industry,therefore,in the process of industrialization,it is necessary through financial support from government agencies to ensure the continuous development of agriculture,in order to maintain the stability of the whole national economy and society.Along with the advancement of industrialization and urbanization,China’s economy continues to grow,people’s living standards continue to improve,steadily rising demand for agricultural products,but our country agriculture as the foundation is weak,lack of modern agricultural equipment level is low,agricultural development power and other issues still not solved,in this case,the study of financial policies for supporting agriculture in our country,to seek further consummates our country finance supporting agriculture policy,improve the efficiency of finance supporting agriculture budget path,this to promote the continuous development of China’s agriculture has important practical significance.Paper studying domestic and foreign scholars on financial support agriculture and related literature,the efficiency of fiscal support to public product theory,government intervention theory and the theory of public expenditure performance evaluation theory of Hengyang county finance support agriculture performance research.First of all,the paper through to the Hengyang county agriculture development situation,the project of agricultural financial subsidies,financial support agriculture scale descriptive statistical analysis,found that the Hengyang county finance support agriculture total investment insufficiency,the poor money management of agricultural financial subsidies and fiscal financing efficiency is not high.Then,combined with the basic situation of Hengyang county finance support agriculture to carry out empirical analysis on financial support agriculture efficiency,it is concluded that fiscal expenditure for supporting agriculture animal husbandry output value and granger reason of the aggregate expenditure of rural residents per capita,but not the other four dependent variable granger reason;,according to a study by means of financial support for long-term relationship,every 1%increase fiscal expenditure for supporting agriculture animal husbandry output value can be increased by 0.8156%,and agricultural output value of 0.4239%,the role of fiscal expenditures for supporting agriculture to animal husbandry is bigger than agriculture.Rural residents per capita spending increased by 0.5155%at the same time,the income increased by 0.6033%,a financial support agriculture also have certain effect to both.But food production increased by 0.0302%,and only tell the finance support agriculture very small influence on grain production.Finally,the paper according to the actual Hengyang county agricultural development and the problems existing in the Hengyang county finance support agriculture,combining the empirical analysis results from the increase the efficiency of agricultural financial subsidies funds for supporting agriculture dynamics,based on the performance optimization of the structure of financial support agriculture,optimize the financial support system and improve the oversight system for finance support agriculture funds for four aspects put forward the Suggestions for the improvement of the efficiency of Hengyang county finance support agriculture.
