Case Study On C City's Affordable Housing Project Audit

Since 1995,the Chinese government has begun to promote the construction of national housing projects.Its original intention is to provide cheap shelter and housing subsidies for people who have no money to buy house and other low-income families to help them get through hard times.After more than twenty years of hard work,the government-subsidized housing project has developed steadily.The Government is not only concerned about the completion of the construction program,they lay more stresses on the quality of these houses.In 2016,the 13 th Five-Year Plan was published,the government plans to complete 20 million reconstruction projects and continue to build more security houses to cover over 20% of urban and rural residents in the five years.In this situation,the audit administration decided to strengthen the audit of security housing program to avoid various problems.Auditors have to keep the principle of Follow-up Auditing in mind and participate in projects from the beginning to the end.In order to study how to improve the effectiveness of the audit,this paper takes C city's affordable housing project as an example.It introduces the process of audit from three stages,which are planning stage,implementation stage and ending stage.In the audit planning stage,this paper mainly introduces the organization of auditors and the preparation of the audit implementation plan.In the implementation phase of the audit,the paper mainly talks about details of the audit on affordable housing project task,the raising and use of funds,the implementation of preferential policies,the construction situation and the allocation and management of resource.In the end stage of the audit,the content conclude completing the audit report and tracking-audit.On the basis of this case study,the paper compares the audit of affordable housing projects in C city with the requirements of China's affordable housing projects auditing and explores the problems in the implementation of the audit.I found that,firstly,lack of auditors and competence,resulting in the auditing did not cover the whole process of affordable housing project.Secondly,the complex audit content and scattered key points made auditors miss some emphases in the auditing.In addition,the lack of standard audit operating procedures and halfhearted audit review leaded to non-standard audit operations.Finally,most auditors do not attach importance on the quality of their work made them do not evaluate and summarize the audit procedures.Of course,currently,C city's affordable housing project audit is still in the initial stage.Due to the lack of long-term accumulation of experience,these problems are inevitable.I believe that as long as the auditing cover the whole process of affordable housing project,improve the form of audit organization,improve the audit project quality management system and strengthen the training program and the summarizing process,these problems will be solved.We finally will overcome these difficulties,make the auditing of Security Housing Project develop a lot and let the National Housing Project policy be truly implemented.
