| Infrastructure plays an important role in the national economy and social development,and the feasibility phase is the key stage and crucial part in the construction of infrastructure projects.Therefore,the scientific and objective project argumentation and decision-making will have great influence throughout the construction of infrastructure projects.Previous studies,in terms of this line of thinking,i.e.,the establishment of index system-quantification of qualitative indicators-weight determination-information aggregation,designed the process of the scheme comparison of infrastructure projects in the feasibility phase.In this process,there are some problems concerning the quantification of qualitative indicators: the expression of qualitative indicators is not comprehensive,the risk preference of decision experts are rarely considered,and some information is lost in the quantification.Additionally,it also has some problems regarding weight determination: expert weights are rarely considered while index weights are generally considered.Therefore,the two respects are improved on the basis of summarizing and analyzing forefathers’ research results.On the one hand,a two-step method is proposed to quantify the qualitative indicators:(1)Fuzzification,i.e.,the interval-valued intuitionistic fuzzy numbers provided by experts are defined as index values of qualitative indicators;(2)Defuzzification,i.e.,index values in the form of the interval-valued intuitionistic fuzzy numbers are transformed into those in the form of real numbers based on risk preference of experts and the proposed WC-OWA operator.On the other hand,expert weights and index weights are determined by means of the TOPSIS method and entropy-weight coefficient method during the process of the scheme comparison of infrastructure projects.Finally,the case of the Rongcheng-Wendeng highway project is given to illustrate the feasibility of the proposed method in this paper. |
