A Study On The Operating Mechanisms And Trading Effects Of U.S.Foreign Trade Zones

Almost all main countries and regions have established free zones.As the pivots of international trade and distributing centers of international logistics,the operating efficiency of free zones has direct influence on the efficiency of international trade and logistics.Consequently,free zones are playing extremely crucial roles in the operation of international trade.The free zones of the United States,normally called 'U.S.foreign trade zones',have a development history of more than 80 years.The flexible and thorough operating mechanism has been gradually constructed and has been contributing much on international trade and economy.Moreover,among all types of free zones around the world,U.S.foreign trade zones have distinguished features in the organization and operation.The quantity of U.S.foreign trade zones and their system of laws also make them different.This thesis dissects the operating mechanism of U.S.foreign trade zones from four aspects.The thesis holds the opinion that the operating mechanism consists of flexible and thorough system of laws,public-private managerial pattern,favorable tax policies and effective and pragmatic measures of trade facilitation.Meanwhile,statistical analyses have done on the base of statistics of international trade of U.S.foreign trade zones as well as the United States.The finding is that the relief of inverted tariff policy has attracted many manufacturing enterprises especially from oil refining and automobile making.Their raw materials and parts are mainly from abroad and plentiful finished products would be transported to home market.It has been fostered the import of the United States in a long run.Moreover,the limitation of the statistical method has resulted in the underestimate of export of U.S.foreign trade zones.The adjustments of policies have accelerated the export in recent years which is embodied in the soar of export of U.S.foreign trade zones since 2010.After summarizing the findings,this article offers several suggestions for the development of U.S.foreign trade zones.
