With the rapid and vigorous development of the e-commerce industry,the number of express enterprises is increasing day by day.Different types of express enterprises in our county are enlarging their scale while facing fierce competition.The major problem is how to make their own advantages prominent in the competition encountered by such enterprises.According to the results obtained from analyzing the operation of express enterprise distribution network,allocating personnel reasonably is a contributive way for such emprises to save resources effectively,and in the meanwhile reducing costs and strengthening their competitiveness against other enterprises.In this paper,the human resource of express enterprise is taken as the object of study.Based on the randomness of parcels received by express enterprise distribution networks,the proportion between processing staff and distribution personnel is optimized and adjusted to achieve the goal of increasing turnover rate of parcels,saving operation costs and boosting inventory profits,so as to guide these enterprises to plan their operation reasonably.Firstly,the influence that the development of e-commerce bring to the express enterprises is elaborated using relevant research at home and abroad,and the related knowledge and technology applied in express enterprise optimization and the commonly used ways of personnel allocation in such enterprises are expounded.Then,based on the characteristics of inventory of express enterprises,the inventory profit components are analyzed,under the circumstance of the randomness in the quantity of parcels received in different time frames,the quantity of parcels received by means of the relatively reasonable seasonal factors of time series is predicted.Under the limitation of distribution amount and total number of vehicles and couriers,a mathematical model aiming at maximizing the inventory profits of the distribution network is constructed,and then solved by applying the improved Particle Swarm Optimization to get the best personnel allocation scheme.Through example analysis and contrastive analysis of commonly used allocation schemes,effectiveness of the optimized personnel allocation is demonstrated.Finally,the service of the express enterprise distribution network is analyzed to summarize its features,and the quantity of parcels received in different time frame classifications is predicted.Based on the quantity,the two distribution networks are analyzed respectively,one serving customers in the same area and the other serving customers from different areas.Under the limitation of conditions such as human resource,vehicle quantity,and parcel distribution amount,the personnel allocation is adjusted in order to construct a minimized parcel surplus model and a minimized network operating cost model.Besides,the improved algorithm of Hybrid Genetic Algorithm for particle swarm is applied to solve the abovementioned models so as to get the reasonable allocation scheme.An illustrative example and comparison with other used schemes are given to demonstrate the feasibility of such scheme.In this paper that the development of e-commerce is exerting influence on express enterprises,the business volume of the express distribution network is predicted.Through the adjustment of express enterprise personnel allocation the operation efficiency is optimized and resource is saved,and then enterprise is helped to make reasonable plans.
