A Research On Budget Performance Management Of The TH Basin Authority

Water is the foundational natural resource and strategic economic resources,water conservancy for the steady development of national economy and social provides an important basis.In recent years,China's water resources investment has been steadily increasing,and the central water resources investment program alone has averaged about 160 billion yuan a year.In order to manage and use well water conservancy funds,ensure that the countries "water security",must actively promote water conservancy capital budget performance management,improve the efficiency of the water budget,regulate water budget performance evaluation methods,establish a scientific and reasonable performance appraisal management system.The TH basin authorityis an administrative agency that functions as a representative of water resources in the basin.The main function of THbasin authorityis to supervise the management function and safeguard the function.Supervision and management of river basin in each work and ensure the rationality and scientific nature of river basin water resources development and utilization,water conservation work and administrative law enforcement in terms of water.According to statistics,"twelfth five-year" period,the central fiscal expenditure for ensuring the rational development and utilization of the basin water resources,management,supervision,and important water conservancy project construction funds of 18 billion yuan.Although TH basin authorityin accordance with the "measures for the central budget management of water resources,the ministry of water resources project budget reserve management interim measures" such as requirements,actively explore to carry out the performance management and evaluation of water conservancy capital budget,but there are also some problems,needs to be strengthened further improvement.In view of this,the paper selects the research on the performance management of the TH basin authorityadministration to contribute to strengthening the performance management of water conservancy funds.In this paper,the relevant concepts are defined and studied by systematic review of relevant documents.To investigate the situation of the performance management of the TH basin authority,to bring up the main problems and excavate the causes of the problems.On this basis,put forward to strengthen TH basin authority to water conservancy administration budget performance management,and build the combination of quantitative and TH basin authoritybudget performance evaluation index system,and finally draw up TH basin authority'smeasures for the implementation of the budget performance management(draft),to improve the strengthening TH basin authority's budget performance management work.
