| The old residential area parking management is a challenge for urban construction and management,as well as economic and social development.In recent years,with the economic and social development and the improvement of people’s living standards,the number of vehicles and drivers also maintained rapid growth,insufficient parking areas have become increasingly prominent,which triggered a series of problems like traffic jams,public safety,public order,etc.The problems have not only caused great inconvenience to the residents,but also create a security risks for communities.Although the government continues to enhance the transformation and management of the old residential areas by introducing relevant guidelines and policies,there remains a lot of constraints and contradictions in the implementation.Therefore,it is significant to pursue the formation of the tripartite joint performance of their duties and the sustained promotion of urban management by improving the management mechanisms by the government agencies,modifying the service by the property management companies and encouraging citizens to participate in the management.This paper first introduced the basic situation of old residential areas in Hexi District,Tianjin.With the transformation of X residential area as a case studies,it elaborated on how the Hexi District implements" Construction Beautiful Tianjin"through the solution to contradictions between community greening and insufficient parking spaces.Major actions include community cleaning,clearing those vehicles without owners,parking slots planning,vehicle access permit scheme,which basically solve the parking problems and lead to helpful and inspiring experiences for others.This paper also introduced good practices in the Chaoyang District,Beijing,Xuhui District,Shanghai and other areas to enhance the transformation and management of old residential areas.It analyzes the contradictions and problems in the transformation and management of the old residential areas,and in the implementation of quasi-property management,and explores the solution to the balance of the interests and needs between the residents and the property companies and to the general satisfaction of all the stakeholders.Based on that,this paper made recommendations to the government agencies,property companies,and residents respectively on the long-term effective management of old residential areas,which will provide other provincial and municipal governments as well as property companies best practices and helpful experiences. |
