Research On Risk Control Of Local Government Financing Platform

During the process of implementing the national policy and promoting the urbanization and industrialization,the local governments raised the funds with a variety of channels to expand the scale of debt,they solved the shortage of funds in infrastructure construction,and stimulated the development of local economy rapidly.As an important carrier of local government,the platform has made a positive contribution in focus of solving the shortage of funds,promoting the process of urbanization and industrialization,and speeding up the construction of urban infrastructure Nevertheless,because of the imperfect corporate governance structure,the main responsibility is not clear,and the scale of the debt is too large,those characteristics of local government financing platform cause the platform risk has become more and more prominent,and influence the government financial security and social stability,and to take effective measures to prevent and resolve the risk is an urgent need to solve the problem.By combing the formation background,this thesis affirms its positive contribution to Chinese economic and social development.Moreover,it analysis the potential risks and causes of the financing platform deeply from the aspects of financial system,GDP evaluation incentive,governance structure,soft constraint mechanism and so on.On this basis,it studied the management status of a certain investment and financing platform in R City by using the method of empirical analysis,and researched its risk and causes from a variety of financial datum.Last,this thesis discusses the countermeasures about how to resolve and prevent the risk of financing platform from the point of view of financing platform?local government and financial institutions,and to ensure that the platform provide continuous power for the development of Chinese economic and social.
