| With the continuous development of urbanization in China,a large number of rural surplus labor force come to urban city for employment,and agricultural income in the proportion of the income structure of farmers shows a gradual decline in the trend,which makes some farmers do not want to continue to engage in agricultural labor so that they begin to engage in other Non-agricultural industry.However,it is so hard for farmers to break away from their land,so they do not want to completely go out of the land and finally they have to lease or transfer out their own contractual land or management right to obtain a certain amount of economic income and prevent land abandonment.Study founds that there are many drawbacks due to the spontaneous circulation of rural land contract management right of farmers,which can not satisfy the smooth development of urbanization and the mechanization and large-scale operation of agricultural production,nor can the interests of farmers be effectively protected.Farmers are lack of the relevant laws and relevant policy common sense.When the interests of farmers are infringed,they are often no way to find and had to use the above or more extreme way to express their own interests.This will bring the stability of rural development and grassroots government great pressure,so the transfer of rural land contract management rights on the interests of farmers and countermeasures research is necessary.This paper analyzes the domestic and foreign research experience and the existing problems,combined with the relevant theoretical basis and began to make a field research of Fengjie County in Chongqing.The first-hand information can be obtained through research so as to summed up Fengjie County experience and some problems.Through the analysis of the measurement model,the circulation of rural land contract management right has played a positive role in the income of most farmers.Through the achievements of Fengjie County,some of the rights and interests of farmers have also been played in the course of land transfer a certain role in the protection.However,not all farmers can go through the land transfer to achieve a gorgeous turn,which shows that the current transfer of rural land contract management rights to the maintenance of the interests of farmers there still need to be improved.As the interests of farmers involved in all aspects,different stages of development and different regions will be a variety of situations.So,we have to do a specific analysis of specific issues to grasp the main contradictions and contradictions of the main aspects.Through the analysis of land transfer right and the interests of farmers in the development process between the existence of a series of dialectical relations and different stages of development of the contradictions and reasons.Here come to some recommendations: First,to improve the rural land circulation through the improvement of laws and regulations to strengthen the transfer of the interests of the parties to the transfer of efforts;Second,to improve the rural surplus labor force re-employment rate;Third,to improve the rural social security mechanism,which will be conducive to the transfer of rural land contract management rights and the maintenance of the interests of farmers.The transfer of rural land contract management rights is closely related to the interests of peasants,and the dialectical relationship of its complexity is influenced by the historical stage of its development.Therefore,to solve the contradiction between the transfer of rural land contract management rights and the interests of farmers can neither be anxious and stubborn,nor copy the experience of other countries and "behind closed doors." The only thing we can do is to learn from the successful experience of other regions and countries with the local development of the actual combination according to Chinese actual situation so as to develop a suitable local rural land circulation development of specific measures. |
