Research On Budget Management Of State Owned Capital Operation In Inner Mongolia

This article through the study and research of concept of state-owned capital management budget,relationships with other government budget,significance,and the present situation and problems of management,found the problems of the income scale small,the way of spending is not reasonable,narrow the scope of control,non-transparent information disclosure and so on in Inner Mongolia in state-owned capital operation budget management,Aim to solve these problems,from the perspectives of lack of a sound system of laws and regulations,lower proportion of state-owned capital gains tax,single source,and the state-owned enterprises relying too much on state-owned capital management budget spending,unsound budget supervision mechanism and so on.At the same time move forward the following measures:first,improve and perfect the related laws and regulations;second,expand the scale of the state-owned capital management budget income;third,adjust the state-owned capital operation budget spending way;Fourth,strengthen the supervision of state-owned capital management budget management.We Believe that through above targeted countermeasures,we can promote Inner Mongolia autonomous region reform of state-owned enterprises,optimize the minority frontier area structure adjustment of state-owned economy,play an important role in aspects such as strengthening assets supervision means,can effectively improve the level of the management of the state-owned capital management budget in Inner Mongolia,better enhance Inner Mongolia autonomous region state-owned enterprise reform and development of Inner Mongolia,in economic development way and under the new norm to make due contributions to the development of economy and society in Inner Mongolia.
