Case Study On Tracking Audit Of Affordable Housing Projects In GJ City

With the rapid development of China's economy and the process of urbanization,the ru-ral population has been transferred to cities and towns.In order to meet the housing problems of low-income families in cities and towns,to protect and improve people's livelihood,our government has increased the construction of affordable housing projects.Through the estab-lishment of affordable housing in shantytowns,housing,renovation of dilapidated housing projects as the core,to maintain the vital interests of low-income families.Affordable hous-ing project is a key project to improve people's livelihood,and naturally become the object of national audit supervision.Due to the characteristics of affordable housing projects generally have a long duration,involving a wide range of large amounts of funds,the traditional post audit is not enough to regulate the construction of housing projects.Therefore,since 2013,the Audit Commission launched a nationwide audit of affordable housing projects,and for many years it will be listed as key audit projects.Affordable housing project tracking audit project has been implemented for four years,different provinces and cities are facing differ-ent audit environment.There are some problems such as the lack of the theory of tracking audit,the lack of audit basis,the lack of conventional audit methods,and so on,which should meet the requirements of the special audit,the poor communication among departments,and the improvement of personnel quality.In view of the above problems,this paper introduces the theory of the follow-up audit of affordable housing projects,and analyzes the case of GJ.Through the existing in the practical problems in the work of grass-roots security audit tracking audit of housing engineering case shows,from the system level,the regulatory point of view,human resources,innovation of audit methods for opinions:This paper is divided into five parts,the first part focuses on the reasons for the topic selection of tracking audit of affordable housing projects,summarizes the domestic and for-eign research data,while an overview of research ideas,the main innovations and shortcom-ings,the paper guide.The second part is the theoretical part of the introduction,the concept of affordable housing projects,tracking audit review,analysis of the characteristics of the tracking audit,and analyzes the method and related housing project tracking audit,rules and regulations.The third part is the analysis of the implementation of case analysis,this paper introduces the basic situation of GJ city affordable housing projects,analyzes the focus of the audit,and this case evaluation,find out the existing problems in the process of practice.The fourth part is from the case of existing problems,to improve China's housing project tracking audit and puts forward the corresponding policy recommendations,mainly to optimize the audit environment,audit methods and innovation to establish a reasonable human resources policy,reasonable positioning and tracking audit time and depth of the four aspects of sug-gestions.The fifth part is the conclusion.Including the main conclusions and prospects.The innovation of this paper is mainly based on the analysis of the existing problems,and puts forward effective suggestions on the basis of a basic audit project.To discuss how to carry out the audit work more efficiently,and to provide reference for the successful imple-mentation of the housing project.
