The Operating Mechanism And Effect Analysis Of Russia,Belarus And Kazakhstan Customs Union

With the postwar development of science and technology the wave of regional economic integration is booming in the global range.In order to speed up the economic development and enhance the comprehensive national power,all countries in the world expect to eliminate the obstacles among nations commodities,goods,capital asset and technical barrier to improve the flow of factors.Regional economic integration has already become an approach which help nations around the world to pursue survival and development,among them Russia-Belarus-Kazakhstan CU is an important attempt in the commonwealth of independent states(CIS)regional economic integration.The establishment of Russia-Belarus-Kazakhstan Customs Union has its profound historical background.After the collapse of the Soviet Union,Russia actively promotes economic integration of the commonwealth,hoping to strengthen the linkages of the CIS in economic,political and military terms.But after several attempts,they were not able to achieve it.So Russia began to implement a staged and hierarchical integration strategy.Belarus and Kazakhstan have close economic and trade relationships with Russia and also hope to enhance their sense of presence in the region through the conclusion of the treaty between the two countries and realize their interests.Although it is not a long time since Russia-Belarus-Kazakhstan CU established,it has already have relatively complete operation mechanism.In addition,it has made certain achievement in the trade creation effect and trade diversion effect Russia-Belarus-Kazakhstan CU as the transitional phase in the commonwealth of independent states(CIS)regional economic integration,the ultimate objective is to establish a key component of the Eurasian economic union.However its development prospect has both opportunities and obstacles.Russian and Kazakhstan are important neighbors of our country,while the two countries keep close relations with China in economic and trade exchanges.The establishment of the Russia-Belarus-Kazakhstan Customs Union will inevitably influence on our country's existing export pattern.On the other hand,the establishment of the Union provides guidelines for China to carry out the regional economic integration.Therefore,it is necessary to study Russia-Belarus-Kazakhstan CU.The thesis is divided into seven chapters.First,it sort out the background and tortuous development of Russia-Belarus-Kazakhstan CU and point out the practical significance of the three counties established alliance.In the second chapter,it introduces the operating mechanism which performs its own functions in alliance organization and settlement mechanism in alliance benefit distribution.It also states and summarizes the relevant police documents and legal basis of alliance.And then,the essay analyzes the economic utility among countries in area and out of area after the establishment of tariff alliance from two angles of trade effect and investment effect by using the relevant data.Finally,the paper analyzes the existing problem and negative factors during the operation of customs union,and looks forward to the prospect of regional economic integration of Russia-Belarus-Kazakhstan Customs Union and even Eurasian Economic Union.In view of the opportunities and challenges brought by the establishment of the Russia-Belarus-Kazakhstan Customs Union,especially the impact of China's economic and trade on Russia and Kazakhstan,this paper puts forward our coping strategies and measures from the levels of enterprise and the government.
