| As an important part of the liberated area of North China,Jinan District established formally five agencies,administered 42 counties and 3 cities in 1948.On the basis of using a large number of archives and newspapers and periodicals,this paper explores the main measures to restoration and development of agricultural production and the prevention and control of agricultural natural disasters in the liberated areas of southern Hebei from 1948 to 1949.During the period of the War of Liberation,due to the destruction of the war and the feudal and superstition in the masses,the Party Committee of the Jinan District played a leading role in the restoration and development of agricultural production,mobilized the masses to emancipate the mind,actively participated in agricultural production,and supported agriculture from policy,fund and so on.The relevant agricultural management departments timely guided to resist drought,collect manure,rush planting,control flood,pick seeds and so on in accordance with the order and the actual situation through developing organizations of helping,calling on women to participate in agricultural production.After more than a year of efforts,grain production of Jinan District had been greatly improved so that it not only supported the battlefront,but also provided a certain material basis for the economic and social development of Hebei after the founding of New China.But in the leadership of agricultural production also existed formalism and one-sided pursuit of the tendency to increase production figures,and even individual areas forced the wrong of order.History proved that the development of agricultural production must adhere to the leadership of the Party,establish the ruling concept of all for the people and all relying on the people,truly achieved "from the masses to the masses",adhere to all from reality,promote new technologies of agricultural production,strengthen scientific management,achieve in accordance with the objective economic laws. |
