Research On The Allocative Efficiency Of Natural Resource In China

Natural resources is the basic material resources which makes the irreplaceable contributions to the evolution of human and the progress of society.Together with the development of human,the value of natural resources are becoming increasingly diverse and differentiated.Because of different demands on values,we need to study the allocation efficiency of natural resources in a dynamic and developing macro perspective.This research,which refers to a lot of literature,analyzed the resource allocation theory in the mainstream economic theory.Market failure and the efficiency standards and achieve conditions of Pareto Optimality were described.Thus,factors affecting ecological economics was added,including border of economic systems and the value of human needs.The expansion on Pareto Optimal efficiency results came to the phase characteristics and the basic law of allocation efficiency of natural resource.On the basis of this theory and element selecting of the natural resources allocation efficiency evaluation,a evaluation index system of natural resource allocation efficiency can be built.According to the distribution characteristics of natural resources of our nation,DEA and Malmquist Index model was used in the calculations and analysis on natural resources allocation efficiency of the provinces and municipalities from 2005 to 2013.Then the deep-seated reasons of the low allocation efficiency on natural resources were explored.The redundancy and defects in natural resource inputs and outputs of those provinces and municipalities were calculated.Corresponding adjustment target was put forward to provide the scientific basis and reference for those provinces and municipalities in improving the allocation efficiency of natural resources.Empirical studies show that the overall allocation efficiency of the natural resources of our country is relatively low and the relative efficiency of different provinces and municipalities have clear gaps.Only pursuing the expansion in economy scale cannot improve the efficiency of natural resources and it is a waste of resources without the support of science and technology in exploitation and utilization.Recommendations were put forward in improving the allocation inefficiencies of natural resource:Under an open economy,provinces and regions of each country should the measures like "strengthen collaboration,innovation of technology and reasonable industry" to make regional development more "scientific,civilized and efficient".Under a closed economy,the whole earth ecological economy should be "Controlling economies scale,Allocating resources scientifically and Creating an atmosphere of environmental protection" in order to achieve a harmonious development between man and nature.
