Study On New Urbanization Quality Evaluation Of Qingyang City,a Resource-oriented City In Gansu Province

New urbanization was the inevitable direction of the future development of China's urbanization,the resource-based city was a special part of our country's urban system,with the important opportunity of new urbanization,the upgrading and transformation of resource-based cities was the only way to realize sustainable development.Based on the distribution of oil resources,oil production(1986-2015)and the processing rate of crude oil(2001-2015),the urbanization rate(2011-2015)in Qingyang City,the quality evaluation of urbanization and the new urbanization in Qingyang were studied by using Theil index method,primacy ratio,the rank size rule and multi index comprehensive evaluation method..The following conclusions are obtained :(1)Qingyang is rich in oil resources,but uneven distribution of counties.The development of oil industry to oil-based mining,crude oil processing capacity was weak.Through the comparative analysis of the main producing counties(Zhenyuan County,Huachi County,Huan County and Qingcheng County)and non-oil main producing counties(Xifeng District,Zhengning County,Ningxian County and Heshui County),concluding that the oil distribution in the main producing areas has a certain effect on improving the non-agricultural output value,the per capita GDP was also slightly improved,but the role was very limited,and the impact on urbanization is limited.(2)In the past five years(2011-2015),Qingyang urbanization rate has been improved(from 25.07% to 33.46%),which is in the stage of urbanization and rapid development.However,the overall urbanization level is low,and the regional differences were distinctly.In the past five years(2011-2015),the Theil index of the urbanization level in Qingyang City has a decreasing trend,which was mainly due to the difference in urbanization level.There was a little relationship between geographical and oil industry.It was worth noting that there was a significant difference in urbanization between the central and southern regions of the urban area and the main producing areas of the oil in the urban area from within the zoning and subgroups.(3)In the past five years(2011-2015),urban scale distribution in Qingyang city has high correlated with the ranking,which was in accordance with the order of scale of urban scale.The high level of urban agglomeration was not obvious,the middle order city development,urban population distribution was relatively balanced.The size of the first town was increasing,small town agglomeration was low,the level of development needed to be improved.(4)Qingyang,the new urban development quality of the total score(0.3470)is located in Gansu Province,seven lands level Source city(Qingyang,Jinchang,Baiyin,Wuwei,Zhangye,Pingliang,Longnan),the overall quality of urbanization was low.Among the four new urbanization quality indicators,the quality of urbanization and the low quality of urbanization in Qingyang are particularly prominent,and the quality of urbanization and the urbanization of ecological environment are also low.The isolation of the spatial distribution of oil resources in the city,the deviation from the urban development model and the urbanization,and the development of the urban scale system of Qingyang City.The development of small towns was the development of the new urbanization in Qingyang Major Restrictive Factors.Qingyang should play the advantages of oil resources to enhance the development of the oil industry to promote the new urbanization of Qingyang City;to promote regional diversification of regional industrial structure and regional urbanization level;improving the regional urban system structure,and actively promoted the small and medium-sized cities of the development;focus on regional ecological environment construction.
