Research On Fiscal Policy To Support The Structural Reform Of Agricultural Supply Side

After a long period of investment and steady development,the main agricultural products of China are well supplied,and the income of farmers has been improved significantly.At the same time,the contradiction between supply and demand of agricultural products became imbalance.The output of agricultural products,imports and inventories are rising,the resource and environment carrying capacity is close to the limit,the production cost is also rising,the international competitiveness has been weakened,the growth of farmers income became slow and difficult.The financial investment in agriculture has also dropped significantly.The agricultural supply-side structural reform,is not only an important task of the "three rural" work,but also an important issue of public finance reform.Jiaxing is a city in Zhejiang Province of China.Farmers here have the highest level of income in the country.The structure of the agricultural industry in Jiaxing is reasonable.This city also has adequate financial investment in agriculture.The financial support for the development of agriculture here is successful.Jiaxing has a good foundation to promote agricultural supply-side structural reform.This paper take use of the supply-side structural reform theory and the public finance theory,taking the Jiaxing agricultural supply-side structural reform as the research background,the fiscal policy as the research object,based on detailed analysis of the Jiaxing municipal finance supporting agricultural development experience,demonstrate the restricting factors and feasibility conditions of the financial support for agricultural supply-side structural reform,put forward the basic framework of Jiaxing finance support policy system for agricultural supply-side structural reform.
