Performance Evaluation Of Fiscal Expenditure For Supporting Agriculture In China

Agriculture is the foundation of the National Economic development,the prosperity of agriculture is related to the normal operation of the economic activities in our country.Because of the vulnerability and externalization of the agricultural production,agriculture develops slowly.It objectively requires the government to support fiscal expenditure to agriculture.In recent years,the problem of "agriculture,rural areas and farmers" has become the focus of the government.To solve the contradiction of the “three rural”,to realize the socialist agricultural modernization is the key of the current government work.From 2004,the file of No.1 central document has concentrated on “three rural” for 13 consecutive years.Fiscal funds for supporting agriculture is a part of the government fiscal expenditure,the amount and the expenditure structure of fiscal expenditure reflects the government's emphasis of agriculture.Based on this,the performance evaluation of fiscal expenditure for supporting agriculture in China is helpful to test effect of public funding,and can provide decision-making reference for scientific financial policies.Further deepening the reform of rural economic system.This paper defines the performance of fiscal expenditure for supporting agriculture is to increase agricultural production,improve farmers living standards and the rural social development.On the basic of introducing the concept of fiscal expenditure for agriculture and the relevant theories,we do research on China's fiscal expenditure for supporting agriculture from 1978 to 2015,it includes agriculture capital scale,structure and performance.Then we choose variable returns to scale of BCC-DEA model to measure the performance of fiscal expenditure in 31 provinces from 2007 to 2015.On measuring the technical efficiency,pure technical efficiency and scale efficiency,we can analyze the following conclusions: Performance of fiscal expenditure for supporting agriculture in China is low,there are differences between three regions and 31 provinces.Finally we provide three suggestions: Increasing the account of fiscal expenditure for supporting agriculture and setting up a long-term growth mechanism;Rationally allocating the fiscal expenditure and combing funds with regional economy;Establishing the mechanism for increasing fiscal expenditure roundly and improving the management level of in the mid and the west.
