Research On Comprehensive Reform Of Rural Finance In Jinzhai County

Rural finance promotes the integration of urban and rural development,and facilitates the construction of new socialist countryside,Adequate and effective financial supply for the development of agriculture and rural urbanization is injected with a shot in the arm.In recent years,in order to meet the needs of rural development in the transition period,the central government has strengthened the rural financial reform and achieved substantial results.However,in the process of repeated reform and shuffling,the high frequency of rural financial adjustment and rectification is gradually subverting the existing reform mode and road,and presents new ideas,new paradigms,new paths,new directions,new targets,new coordinates and other new content to reflect the current financial development demands.Jinzhai County is located in the western Anhui Province,the hinterland of the Dabie Mountains,with an area of 3814 square kilometers,administer 23 towns,a modern industrial park,226 administrative villages,the total population of 680,000,the largest county in Anhui Province.Jinzhai County is also one of the national poverty alleviation counties.On June 19,2012,when the National People's Congress Chairman Wu Bangguo investigated farm and village in-depth Jinzhai County,put forward "5+1" project according to the development,and the actual problems of the county,,which includes the Jinzhai comprehensive reform of rural finance.In September 2012,the Anhui provincial government introduced the "Jinzhai comprehensive implementation of rural financial reform program",the full implementation of the financial services for poverty alleviation and development as the characteristics of the comprehensive reform of rural finance.Based on the reality,this paper summarizes the experiences and practices of the Jinzhai comprehensive reform of rural finance,finds out the shortcomings in the process of reform and the difficulties in the process,and helps them to resolve these difficulties through communication,In order to enhance the quality and efficiency of the Jinzhai comprehensive reform of rural finance.
