Analysis On The Impact Of Export Rebate On Export Trade Of China's Textile Industry

Textile occupies an important position in China's foreign trade.It has also played a pivotal role in simulating China's economic growth.China's textile export took a leading position in the global textile trade.However,China's textile export recently is faced with a series of problems.Decline in external demand,intensifying competition,low technological content with its products,unreasonable export product structure and many other issues have urged China's textile industry to find an effective solution.Export rebate of the textile exports play a vital role in the trade of textile.Since the implementation of the export rebate policy in China,the textile export policy has been adjusted several times in order to cope with changes in domestic and international economic situation.This paper will study the impact of export rebate on the export trade of textiles to explore whether the adjustment of export rebates rate can improve the status of China's textile export trade.The different nature of products in the same industry will be introduced in this paper.First,the textile is divided into cotton products,wool products,man-made fiber products and silk products by material.Take China's textile export to US as an example,to carry out empirical analysis.Through empirical analysis we can find the export rebates impact on the four kinds of textiles.Empirical results show that the export tax rebate rate of textile industry has different impact on different materials of textiles.That makes it feasible to implement differentiated textile export rebate rate for the four kinds of textiles of different materials.And then take a qualitative analysis of the effect on export rebate policy adjustment on the textile industry.Chemical fiber products are considered as the key objective of adjustment because of its high pollution and high energy consumption feature.And found that adjusting the export rebate of chemical fiber products can achieve the purpose of adjusting the textile industry's export structure of.However there are diversified policy objectives: optimize the export product structure,keep stable employment,control pollution and reduce fiscal expenditure.To achieve these policy objectives at the same time cannot simply rely on the adjustment of export rebate policy.It also needs to combine with other policies.Finally,proposed recommendations to optimize China's textile export product structure and improve its international competitiveness.
