Under the pressure of economic slowdown, many enterprises take the way to reduce corporate profits. At the same time, with the adjustment of economic structure, the old model enterprises are adversely affected by the new model enterprises,the pay gap between enterprises is widening and the employee frequent leave has gradually become normalization. It is not only not conducive to enterprise management, but also brings instability to the labor market, and the phenomenon of executive's frequent leave needs to be solved urgently. Based on the"phenomenon - attitude - behavior intention " theory,this paper uses the pay satisfaction as the mediator variable and builds the salary justice - pay satisfaction - turnover intention" model using the questionnaire survey method to research the salary justice,pay satisfaction and turnover intention and uses the relative and multiple linear regression method to analysis the research data. The basic finding of this research is that the salary justice has a significant negative influence on the turnover intention and its each dimension has a different significant influence on the turnover intention, pay satisfaction plays an intermediary role on the mechanism of salary justice to turnover intention. This paper points out that enterprises should update the salary management concept, deepen the understanding of the formation mechanism and behavioral outcome of the turnover intention, in order to reduce the uncertainty of the organization's labor costs' result and provide new ideas for the high turnover problems from the pay view.
