Research On The Development Of Endowment Insurance Of Hebei Under The Integration Of Beijing Tianjin And Hebei

Hebei is a populous province,Population aging is a serious problem,Social endowment insurance,an important economic source for the aged,plays a key role in dealing with the problem of population aging,promoting economic development and social stability,improving people’s livelihood and so on.April 2015,the CPC Central Committee Political Bureau issued the Beijing,Tianjin and collaborative development plan,established it as a major national strategy.The government and civil affairs departments of Beijing Tianjin and Hebei have introduced a number of policies to carry out cooperation in various fields,and actively promote the implementation of this strategy after that.The cooperative development framework agreement on Civil Affairs were signed by the Civil Affairs Department of Beijing Tianjin and Hebei in November 2015,It focused on the planning of the pension services,social organizations,social assistance and other 10 areas of cooperation with special requirements in the social security,pension insurance,relief subsidies and other aspects of the policy system docking.In June 2016,The cooperative development agreement on pension work of Beijing Tianjin and Hebei were signed by the Civil Affairs Department of Beijing Tianjin and Hebei.They will strive to work together to crack the cross area of elderly welfare and pension services in five years and the identity of the household registration system,the formation of "a new pattern of development of pension services in two cities",let three of Tianjin elderly pension offsite barrier.The Coordinated development strategy of Beijing,Tianjin and Hebei has brought opportunities for the development of social endowment insurance,but also provides more ideas for solving the problems of restricting the development of old-age insurance in this province.This paper is based on the background of the integration of Beijing,Tianjin and Hebei.Firstly,it introduced the theoretical basis of social endowment insurance,defined the concept of social security and social insurance,expounded the important role of social endowment insurance in the social security system,explained the internal structure and relationship of the"three pillar" pension insurance system;Then it analyzed the current situation and existing problems of the development of social endowment insurance in Hebei,and analyzed the implementation of the strategy of the coordinated development of Beijing,Tianjin and Hebei,and brought the opportunities and challenges to the development of the social endowment insurance in Hebei,In the study of the three countries,which are relatively developed in the social secuurity system,Germany,the United States and Japan,put forward the experience of the development of foreign pension insurance;In the current situation and problems of the development of Hebei province social endowment insurance comprehensive analysis of foreign experience,and the basis for the implementation of the Beijing Tianjin Hebei integration strategy of Hebei to bring the opportunity and challenge,finally proposed to promote the development of social endowment insurance in Hebei province suggestions.
