With the rapid developm ent of ec onomy,the dom estic banking industry competition is becoming increasingly fierce,many commercial banks are expanding rapidly,a num ber of bank outlets is gr owing faster than econom ic growth,the competition between b anks reached a white hot stage.As a key part of human resource management,performance appraisal plays a key role in the whole hum an resource management system.It is the ultim ate purpose of the performance appraisal system to i mprove the e mployee's personal perform ance,to achieve the overall strategic objectives of the bank,to keep the m arket share of the bank,and to im prove the market share.TY rural commercial bank is a new reform in 2016 to set up agricultural firm s,due to the low management efficiency,resulting in less than ideal operating conditions,performance appraisal as an important tool to improve management efficiency,should bear the brunt of change.In this paper,through the analysis of the present situation of performance appraisal of enterprises at home and abroad,and collected a lar ge number of literature theory,through the data collection,questionnaire survey,interviews,data analysis and other m ethods to understand the views of the staf f performance appraisal system,find the defi ciencies in th e performance appraisal system,the m ain problems and the reasons are: the lack of long-term strategic objectives and responsibilities the main ideas,the performance appraisal index system,do not set unreasonable,the performance apprai sal of the setting is no t scientific,no clear responsibilities,backward technology and other information.In order to solve the existing probl ems of TY rural comm ercial bank performance appraisal,improve the management efficiency,the TY rural commercial bank performance appraisal process were based on the design practice,and design a TY rural commercial bank's overall performance assessment framework,and based on the Balanced Scorecard and key perform ance index method,design a set of suitab le for the status quo and future developm ent of agricultural firm s TY complete performance appraisal system.Under the framework of the perform ance appraisal system,the system designs the functional departments,the sub branches and the staf f performance evaluation schem e in different levels,and puts forward the guarantee measures for the sm ooth implementation of the perform ance appraisal system.Of course,after the new perform ance appraisal system running,should be based on the development of TY rural commercial business and continuous improvement,so as to adapt to the future competition needs of TY rural commercial bank,to achieve the strategic objectives of TY agricultural firms.This paper has a certain reference valu e for the reconstruction of T Y rural commercial bank perform ance appraisal m echanism,to enhance the vitality an d market competitiveness of TY agricultural firms,but also to improve the performance of the reform of rural financial industry practice.
