Research On Current Land Use Classification Revised In China

China due to historical reasons in accordance with the administrative department of the division of functions and management needs,Ministry of housing and urban-rural development,the State Forestry Bureau and other departments were developed within their departments of land classification standard system,according to the needs of their investigation and research,to carry out the land investigation and survey data statistical summary analysis to develop land use classification standards only in the various departments of their own field of study and jurisdiction for research and promotion of the implementation.In China did not develop a set of departments must abide by the land classification standard system,which is difficult to implement unified management in China.Although the second national land survey conducted in 2007,unified use of the"Current land use classification"(GB/T 21010-2007)and its rise to national standards,but in the actual implementation process,the departments or continue to implement the Department of classification standards,these standards can not be converted between the land classification.Formulation unified national land use classification standard is to understand China’s basic national conditions,grasp the land,forestry,water conservancy,and resource distribution,establish the suited China’s national conditions of the line,principles and policies reasonably and fully,the effective use of resources development the important basis.This paper reviews the formation of our land classification process of historical development and the domestic and foreign land classification theories and research results,by using the methods of literature analysis and comparative law,respectively on the land and resources management over the years mainly land classification standards,the State Forestry Bureau and Ministry of housing and urban-rural development is the use of the land classification standard system were careful study and careful analysis,summed up the advantages and disadvantages of each classification standard.With the United States,Russia,Japan,the land classification theory and experience compared obtained the enlightenment,summed up the reasons for the coordination of the various land classification standards,analyzing the problems existing in China’s current land classification standards and modify the principle,formulation and revision of the framework,combined with reality of the system in urban and rural areas of our country to raise,try to revise and improve the existing land classification standards.The article that all government departments in China should be mutual communication and coordination,the current land use classification standards exist to revise and perfect,establish a set in the nationwide general departments land classification standards,to meet the needs of land and resources management and economic and social development.
