Study On Construction Of Nanjing White Horse Modern Agricultural High And New Technology Industrial Park

With the gradual promotion of new-type urbanization,a large number of farmers migrate to towns and cities,much rural or suburban land is also occupied at the same time and many cities are accelerating the construction of urbanization.Along with the fast development of China’s market economy,people’s income is increasing gradually,living standards are rising,demands for leisure agriculture,modern agriculture,tourism agriculture and other characteristic agriculture are increasingly strong.However,the existing agricultural parks themselves exist single function of products,lack of cultural connotation and many other problems,which cause a big contradiction between supply and demand and can not fully meet the demand of people’s leisure,agricultural sightseeing,etc.Against this background,by combining theoretical review and case study,this article analyzes the opportunities and strategies of white horse modern agricultural high and new technology industrial park(WHIP)in the process of new-type urbanization.First of all,by combining theories about the development of agricultural high and new technology industrial parks,such as growth pole theory,system engineering theory,industrial cluster theory,introducing strategy of new-type urbanization and literature review of parks’definition,classification,characteristics and functions,models of operation,management mechanism,evaluation of parks,the paper puts forward its purpose and contents;secondly,the paper analyzes the present status and problems of these parks in China,especially the main types,situations and problems of Nanjing modern agricultural high and new technology industrial parks;thirdly,it analyzes backgrounds of WHIP from three aspects,that is macroscopic policy,administrative adjustment and permanent residents’ needs of modern agriculture,and based on advantages of location,material resources,organization and leadership and scientific research strength,this paper explores the opportunities of WHIP;fourthly,it analyzes present situations from three aspects,that is hardware,software supporting and preferential policy,and puts forward WHIP’s problems and countermeasures.The results show that(a)urban residents’ consumption concept has changed dramatically and demands for fresh agricultural products and leisure agriculture are increasing in the process of new-type urbanization;(b)since 2008,WHIPhas shown a rapid development momentum in the construction of core areas and facilities in place,agglomeration of innovative resources and production-study-research cooperation,major construction of union innovation carrier,agglomeration and hatch of enterprises,innovative development of the leading industry,etc;(c)depending on its advantages,WHIP has opportunities for development in creating a leading agricultural science and technology innovation and platform of achievement transformation in the Yangtze river delta,promoting agriculture,forestry and scientific research and education units’ ability of innovation and achievement transformation,etc;(d)WHIPshows some problems,such as planning of the park needs to be improved,infrastructure construction is lagged behind,and demonstration effect is not obvious;(e)the paper puts forward strategies from five aspects:that is promoting people-oriented urbanization,constructing the efficient and intensive management mode,building green healthy industrial system,exploring the effective administrative management innovation and strengthening the system construction of ecological civilization,so as to promote its development effectively and sustainably,which can offer reference for further construction and development of China’s modern agricultural high and new technology industrial parks.
