Housing is one of the indispensable material basis of human survival and development,to effectively solve the housing problems of low-income people is all important to the national economy and people's livelihood,and as well as the social harmony and stability.Among the Security Housing System,public rental housing is more practical,more effectively to solve the housing problems of low-income people against other affordable housing type;therefore China is gradually building public rental housing as the core of the Security Housing System.The characteristics of public goods have led to problems in the field of housing security,such as insufficient supply,asymmetric information,and public decision-making limitations,which affect the fairness and efficiency of the housing security program.In the times of fairness and justice,the fairness and efficiency of housing security is becoming more and more important.Guangzhou is one of the earliest cities to develop the public rental housing,and it is also a large city with a large mobile population,which make fairness and efficiency are particularly important here.We take Guangzhou city as an example,and analyze its fairness and efficiency problems of public rental housing subsidy concretely.At the beginning of this paper,we outline the theory of social security,consumer utility theory,the theory of distributive justice,fairness and efficiency theory,then we talk about the process of housing security programs in Guangzhou city.Combing with the adequate theories,we discuss the problems of public rental housing subsidy mode viewed from fairness and efficiency.From the perspective of fairness,there existing an unfair problem of qualification examination starting point about the public rental housing subsidies in Guangzhou city,which is characterized by the highlighted living difficulties of youth groups and the difference of security strengthen between household registered population and mobile population;secondly,based on the 2016 annual housing subsidies data of public rental housing in Guangzhou city,we analysis the unfair conditions of the process and the results of the allocation mode.In the perspective of efficiency,we firstly analyzes the use efficiency of public rental housing fund and the allocation efficiency of housing subsidies,followed by the evaluation of utility model,we made a comparative analysis of the living standard and welfare level of the low-income people under the housing subsidy mode and the monetary subsidy model,which lead to a conclusion that monetary subsidies can effectively enhance the welfare of housing security level,monetary allocation subsidy can improve the living standards.Finally,combined with the development experience of affordable housing in Germany,Singapore and Hong Kong,we put forward a series of suggestions to improve the fairness and efficiency of public rental housing programs in Guangzhou.
