| The public pension systems covering low-earners for the old-age poverty relief are called Zero-pillar pensions in the World Bank’s framework.All developed countries have well-established Zero-pillar pensions,as a result,the elderly have no longer been the largest poor group since the 1960s.However,there appears variety across developing countries.Amongst them,some also have successfully provided adequate public pension benefits.China has been attempting to solve the old-age poverty problem through the Urban-Rural Resident Pensions since 2009.Up to date,the benefit levels for most beneficiaries are about 1/3 of national rural minimum living standards.Through the international comparisons of pension related indicators,we find that there is large room for China to get its Urban-Rural Resident Pension greatly improved.Such as China should abandon the forced payment of the accumulation system is directly replaced by pay-as-you-go system,instead of the use of voluntary participation in the production of cash paid for the supplement,in order to truly realize the function of zero pillar pension;Design and implementation point of view,to strengthen the government attaches importance to balance the zero pillar pension and other pension system relations and development;from the pillar system itself,we must first clear the basic functions of the pillar and the concept of protection,The status of our public pension system,and finally improve the existing system according to these two conditions. |
