Low-carbon has become a mainstream trend of economic development.For a long time,our development model has been mostly extensive,and this situation made our country,became the largest international carbon emission country in 2008.In November of 2009,Chinese government made a promise to the world “By 2020,carbon dioxide emissions will decrease 40%-50% per unit of GDP comparing to 2005”and“National Economic and Social Development Twelfth Five-Year Plan”proposed“The Twelfth Five-Year period,to achieve carbon dioxide emission intensity be decreased by 17%,overall energy intensity dropped by 16%.”As the core component of China’s national economy,enterprise is the key link of energy-saving and emission reduction and low carbon economy.In recent years,China’s enterprises to actively practice of energy-saving emission reduction makes the carbon dioxide emission and energy consumption intensity of carbon performance has been an unprecedented improvement,but continued global warming of the grim situation objectively requires enterprises to continue to enhance the performance of carbon.Based on this,the enterprises of our country carbon performance evaluation and promotion strategy has become a hot issue of common concern of the circles of theory and practice.In this paper,we use C~2R DEA model to evaluate the carbon performance of 38 types of enterprises in China during the period of 2012-2014,and the analysis of efficiency value,projection value analysis and sensitivity analysis.The results show that,in the period of 2012-2014,there are 7 types of performance which has been relatively effective to these 38 types of enterprises,which are tobacco products enterprises,ferrous metal smelting and rolling processing enterprises,instrumentation manufacturing enterprises,metal products,machinery and equipment repairing enterprises,electricity,heat production and supply enterprises,gas production and supply enterprises,water production and supply enterprises,That is,the seven types of enterprise carbon performance management and technology applications have been better,and its experience in carbon performance management can provide the corresponding reference for other enterprises.Through the projection value analysis,it is found that the proportion of the non clean carbon source,the SO2 section,the nitrogen oxide node row rate and the R&D personnel total time equivalent is the weak link in the enterprise carbon performance management.Through sensitivity analysis,it is found that enterprises carbon performance was highly sensitive to the value of the total consumption of carbon,carbon control operating costs,the amount of carbon treatment equipment,unit volume of waste gas treatment,CO2 emissions reduction rate these five variables;non-carbon clean Proportion,R&D staff full-time equivalents,carbon productivity,SO2 emissions reduction rate,nitrogen oxides emissions reduction rate,smoke dust emissions reduction rate,these six variables were generally sensitive;according to the relevant empirical analysis results,optimize the enterprise human resource structure,improve industrial chain to expand market share and ability for carbon governance,improve waste discharge and emission rate,enterprises carbon structure in order to improve enterprises carbon performance.
