The township government undertakes to provide the area of infrastructure,education,health care and other public goods and public services such as a large number of functions,but in the current fiscal policy and administrative system,for a long time,the township financial revenue shortage,and township and bear the rural economy burden,in order to reconcile this contradiction that level can borrow to complete the indicators and tasks through financing,thus forming a township government debt,the data show that China’s existing township almost all liabilities,and many towns formed a serious debt burden and debt crisis,therefore,how to analysis the reasons of China’s township government debt generated,and puts forward the measures to resolve reasonable and effective to solve our township debt burden,reducing the risk of govermnent debt is very important.The research method of descriptive statistics analysis,and adopt the analysis method of global and regional comparison,comprehensive analysis of the causes of the township government debt from the historical period and the new time period of economic development,especially the financing platform of the government through the example of the current township government to raise funds and widely adopted the risk of debt financing and the focus of analysis,put forward in the background of the current economic development of the township,to completely ban the financing platform company for is not feasible,that should be the standard of financing platform,reduce the risk of debt,the total debt control,so that it is in a reasonable range.At the same time,the author proposes that we should speed up the reform of the taxation system,property rights and powers of the scientific planning of township government,so that the two do match,in order to make the township government debt has been effectively reduced,really play construction and rural economic and social sustainable development of the grass-roots government,maintain the stability of the regime,to make national long period of stability.
