Research On Coal Resource Profit Sharing Based On The Re-construction Of Government-Enterprise Relationship

The core issue of economic interests is the reasonable distribution among different stakeholders.As the main interests subjects,Government-social-enterprises has are closely related.In general,the government is the main body of social governance,serving the public;enterprises are the micro-subject of economic development,promoting economic development;society is an organic whole,representing the existence of the relationship between individuals and the environment.But the relationship of government-social-enterprises around coal resources revenue has a more complex nature.Because the development of coal resources is different from the general industrial production: the extraction of coal resources involves inter-generational resource allocation,requiring coordination between the descendants and contemporary;Coal resources extraction has negative externality which cannot be solved through the market mechanism.Under the traditional relationship of government-social-enterprises,it has more problems of sharing coal resources revenue.As the manager of coal resources,the government is short of control over excess resource income and focus on resource conservation and energy security,emphasizing the fairness of inter-generational one-sided and ignoring coal inter-generational configuration efficiency which cannot compensate for future generations reasonable.Serious development of enterprises is heavily dependent on resources with low production efficiency.The relevant social interest groups are difficult to realize benefit,especially the environment and residents in resources areas.So the disputes has appeared on government,society and enterprises.The contradictions is complicated between central and local,local and business,without considering the interests of social offspring,the environment and the regional economy and other aspects of the benefits are not fully considered.Therefore,under such a relationship,the government has the absolute dominant of economic development,both in terms of resource use efficiency and rationality of functional design,which gradually bring economic development problems.We should rebuild relationship of government-social-enterprises in the new period.Under the new relationship,we can build modern coal resource revenue sharing path.The government role is turned into spokesperson representing relevant interest groups;social stakeholders are directly involved in the initial distribution of income;the enterprises focus on multiple development from resource dependence.So it can truly make the use of resources to achieve optimal allocation of elements.
